Kelly Harter, finance analyst and utility billing specialist, told the council the code formerly described an outside-city residential sewer rate but did not specifically identify a non-residential outside-city rate. The ordinance sets a 25% premium for customers outside city limits, consistent with existing city practice and previous rate studies. Harter said the city currently has no non-residential sewer customers outside the city limits but anticipates some in the future and prefers to clarify the rate structure before services begin.
The item received a due-pass recommendation from the Finance and Personnel Committee on May 12. No members of the public commented on the ordinance at the meeting. Council members recorded unanimous 'yes' votes during the roll call.
The ordinance does not change rates for existing customers; it only establishes the rate framework for future non-residential connections outside the city.
