Athens council authorizes CDBG application to fund Court/State Street accessibility upgrades

Council on June 1 voted to authorize the mayor to submit an application to the Ohio Department of Development for Community Development Block Grant (CDBG) small-cities funding for program year 2026. The application requests allocation funds to support sidewalk improvements at the intersection of West State Street and Court Street, including curb cuts and ADA-access ramps.
Jeff Jenkins, community development coordinator for HAPCAP, read the required public hearing notice and said the city is eligible for about $150,000 of allocation funds that can be used for infrastructure benefiting low-to-moderate-income residents. He outlined the program timeline, noting the application was due to the state in the near term and that construction would likely begin after environmental review if the grant is awarded.
Members of the public at the hearing urged repairs to crosswalk bricks and attention to prior curb-cut work that had not fully addressed accessibility. Dave McN told council the Court Street intersection remained hazardous and urged completion of both curb-cut and crosswalk surfacing work.
Council suspended the rules and passed Ordinance 62-26 the same evening to allow the application to be submitted before the program deadline. Staff said, if funded, the project would typically proceed with environmental review and construction follow-on work the next construction season.
