Buckley wins $500,000 state parks grant for Miller Park; $1.1 million local match expected

Director Snodgrass announced that Buckley has been awarded a $500,000 grant from the state Local Parks Program for Miller Park. She told the council the award came after additional funds became available and because the city’s paperwork stayed current: “we were awarded the grant and we moved into a funding allocation which is $500,000.”
The grant covers the community outdoor athletic facility (tennis courts/pickleball) and restroom and, combined with the city’s existing allocation, would allow the municipality to complete the full park — picnic shelters, playground, walking path, open lawn and landscaping — rather than phasing smaller pieces over a long period. Snodgrass said the city has set aside a large portion of the roughly $1.1 million local match from parks-impact fees and that the full project could be finished together to save mobilization and study costs.
Council members asked about required cultural-resources work and phasing logistics. Snodgrass said the state must clear cultural-resources review on its end before the city can proceed; the city plans to hire a consultant so the state and local studies can be coordinated and the city need not repeat work if both grants are approved. She added, “The match doesn’t all have to be right this second. It’s until the project’s completed,” and staff are aiming for a 2027 completion date.
The city will return to council with more detailed funding plans and scheduling once the state’s review clears and staff scope the local consultant work. The item remains subject to final budgeting and phasing decisions ahead of procurement.
