Council presses staff for better Lark oversight; requests monitoring and report

Council members and citizens raised concerns about transparency and management of the Lark community wellness and recreation center. Darlene relayed requests from two residents asking for monthly financial reporting and more clarity about who pays for free events and concession arrangements. "There's a potential for abuse here," Darlene said, citing unclear guidance on free events and vendor revenue splits.

Staff explained the school district pays twice yearly (May 31 and Dec. 31) and said a full, accurate year‑end P&L would be meaningful only after one complete year of operation; however, administration agreed to provide regular monitoring and a report to the council at the next meeting. Dave said calendar requests from the district are being handled on a first‑come, first‑served basis by district staff but that the city can change that practice if the council wishes.

Council members also questioned budget assumptions such as a $50,000 advertising line and certain full‑time staff costs; several members said early year variances are expected for a new facility and that some budget items were conservative estimates. The council asked administration to prepare: (1) a monitoring update of income and expenses; (2) a review of free‑event policies and concession agreements; and (3) a summary of contract and credentialing practices for third‑party vendors. Staff committed to returning with a briefing at the next regular meeting.
