Vendor demonstrates pavement-condition dashboard; two-year proposal presented to Lewisboro

Howard Mills of Pavement Management Group presented a pavement-condition-index (PCI) dashboard on May 27 that the vendor says helps municipalities prioritize treatments and maximize the life of roadway assets.
Mills described a turnkey process that begins with high-definition video capture of the roadway network and computes PCI scores (0–100) and treatment recommendations. He said the vendor’s pricing model includes a per-center-lane-mile charge (quoted as $265 per center lane mile) and that the two-year proposal submitted to Lewisboro was stated in the presentation at roughly $25,700 (vendor figure given in the meeting). Mills said the service includes one initial data capture, annual updates during the contract and technical support to help staff interpret funding scenarios and optimize lifecycle treatments.
Board members asked about liability, data security, inclusion of unpaved roads, and how the system accounts for traffic load and distresses. Mills said the program is intended to make conditions and recommendations transparent and to support data-driven budgeting; he also said the vendor retains references from local New York clients. The board did not vote on the proposal at the meeting; staff will follow up with the superintendent to review the vendor materials and references.
