The Plaistow Planning Board voted on April 15 to accept and conditionally approve PB2609, a site‑plan application from Haville Golf & Country Club, Inc. for a new irrigation pond at 934 Forest Street.
The applicant’s representative, Andrew Peron of Verdantis, described the proposed roughly 3.7‑million‑gallon pond sited in a bowl area at the center of the golf course. Peron said wetlands were identified on site, test pits put seasonal groundwater near elevation 94 feet during drought conditions, and the project had already been submitted to the New Hampshire Department of Environmental Services (HDES) for alteration of terrain (AOT) and wetland permitting.
Why it matters: The project alters site drainage and touches mapped wetlands and an aquifer protection district; the board made approval contingent on state permits and recording requirements intended to protect long‑term oversight and public records.
Conditions and waivers: The board granted waiver request #20 (to waive a separate drainage plan submittal) and then approved the site plan with conditions that must be satisfied before final recording: affix all applicable professional stamps on final plans; submit a complete disturbance plan with the final plan; provide architectural elevations or simple renderings for the pump house structure (applicant noted a likely small shed of about 10 by 12 feet); record the final site plan and any required boundary survey at the Rockingham Registry of Deeds; and note the HDES/AOT permit number and approval date on the final plan. The board placed a 45‑day deadline for submission of final plans after receipt of the last state permit.
Board discussion: Members confirmed the project will not change the use, hours, lighting or add impervious area aside from the small pump building. Staff and the applicant discussed whether the plan needed review by the conservation commission (many regulatory issues will be handled through HDES/AOT) and whether an escrow for engineering review was required; the board decided that given the low impact and existing state permit process, the town’s conditions together with state approvals were sufficient.
Next steps: The applicant must supply the required final materials and HDES/AOT permit documentation and record the site plan at the Registry of Deeds. The drainage plan waiver and conditional approval were recorded in the board’s motion and vote on April 15.
