Council approves supplemental appropriations, compensation change and two master-plan initiations in series of votes

The clerk announced the motion carried with a tally reported as "Motion carries 9 1 1." The measure transfers appropriations within the general fund to cover costs not anticipated in the FY26 budget.
CD 9-2026, concerning compensation for elected officials and implementing the FY25–26 Composition Review Commission recommendations in accordance with the county charter and state law, had no public speakers and was enacted by roll call (motion carries 10–0).
CR 10-2026 reallocates $190,000 within the MNCPPC recreation fund to groups that missed previous deadlines or had not received funding; the planning, housing and economic development committee recommended adoption and the council approved the resolution (vote 9–1). Committee members described the transfer as moving previously approved recreation program funds to other eligible organizations.
The council also voted to initiate minor master-plan amendments and concurrent sectional map amendments for Subregion 1 (CR 27-2026) and Subregion 5 (CR 28-2026) to align local recommendations with countywide plans and incorporate feasibility-study recommendations for redevelopment corridors and innovation campuses. Both initiations passed following motions to suspend the rules and adopt (each motion carries 10–0).
