Commission issues Negative Determination for seawall repairs at 10 Priscilla Beach Road

The Plymouth Conservation Commission voted unanimously on March 10 to issue a Negative Determination for repair and replacement of armor stone revetment at 10 Priscilla Beach Road.
Coastal Environmental Associates’ Charles Natale (via Zoom) and Donna Natale (in person) told commissioners the seawall has sustained storm damage over the past 10–12 years and the proposal is to replace armor stone and reuse onsite material where possible; Richmond Excavating is expected to perform the work. Staff member Patrick Farah required that contractors provide an affidavit certifying use of biodegradable hydraulic fluid, Safety Data Sheets for equipment, and town authorization for beach access if staging occurs on town property. Farah also advised that any proposed grouting of flanking sections would require filing a Notice of Intent rather than being approved via the RDA.
Public commenter Donna Natale said children climb the wall in summer and called the work a safety issue; Alice Baker advised the applicant to consult David Gould regarding an access point through the Full Sale property. Commissioner Walter Morrison observed that grouting may be disallowed under state law. The Commission closed public comment and voted 7–0 to issue a Negative Determination allowing the proposed repair work subject to the noted conditions and filing requirements.
