The Plymouth Conservation Commission on March 10 approved an amended Order of Conditions and two buffer‑zone waivers for a proposed teardown and rebuild at 208 Manomet Point Road, but required additional mitigation plantings and several special conditions.
Chris Sanderson of Merrill Engineers & Land Surveyors told the Commission the new owners propose a walkout, a pervious patio, a small infinity‑style pool and a redesigned septic system; most work lies within previously disturbed lawn in the 35‑ to 50‑foot buffer zone. Staff member Patrick Farah said the filing shows a net 365 ft² of jurisdictional change and recommended a 2:1 mitigation ratio (730 ft²). The applicant submitted a proposed mitigation planting area of about 560 ft².
Commissioners debated siting and mitigation. Commissioner Walter Morrison asked whether the pool could be shifted to reduce impacts; Sanderson said moving the pool would compromise the design. Resident David White urged the applicant to maximize screening in any case. The Commission voted 6–1 to grant the requested waivers for work in the 35–50 foot and 0–35 foot buffers, with Commissioner Paul Denoncourt opposed on the waiver votes.
The Commission’s approval included conditions: the applicant must submit a revised vegetation and screening plan to expand mitigation, include Resource Area Restoration and Monitoring special conditions in the Order of Conditions, install a salt‑water rather than chlorinated pool, and relocate the proposed rinse‑station drywell to the east side of the property. The Commission also required that the applicant provide the additional mitigation screening identified by staff and the revised planting plan for Commission review.
The action resolves the current permitting for the site but leaves scope for follow‑up review: staff required a waiver request to be formally filed for the work within the 35‑ to 50‑foot and 0‑35‑foot buffer zones and asked for the final mitigation plan to be resubmitted for review and monitoring provisions to be attached to the Order of Conditions.
