Council awards nearly $898,000 construction management contract for Ridgefield Community and Recreation Center

The Ridgefield City Council voted May 28 to award a $897,980 construction management contract for the Ridgefield Community and Recreation Center to Coming Group.

City staff described the construction manager’s responsibilities as ensuring adherence to approved engineering plans and specifications, overseeing inspections and providing required reporting throughout the project. Miss Lang told the council the contract is funded through council appropriations and bonding set aside for the community and recreation center.

Counselor Davis asked for a short list of local projects Coming Group has worked on; staff later cited projects including White Salmon Valley Pool, an Anaheim High School aquatic center and the Port of Portland PDX terminal redevelopment as recent relevant experience. Counselor Hamilton asked how council will be informed if proposed value engineering affects amenities or user experience; staff said such changes could come back through briefing processes and that parameters can be set to bring changes to council for review.

Council members also asked about contingency. Staff explained that the city does not typically include a contingency on professional-services contracts and that contingencies are more common when construction commences in the ground.

Counselor Chipman moved and Counselor Wells seconded the award. The motion carried; the meeting record notes a single opposing vote (the transcript’s reference to the opposing council member is unclear). No amendments or formal recusal were recorded.
