Committee sends Burns Construction school paving contract and technical corrections to council; staff outlines summer paving schedule

The Norwalk Public Works Committee on June 2 voted to send a paving contract for Brookside Elementary School and several technical corrections for on-call engineering agreements to the Common Council for final action.
Staff told the committee Burns Construction Company was the low bidder on project BOE 2026-1 to repave the Brookside Elementary School parking lot. The contract was listed at a sum not to exceed $333,445, with authority for the chief of operations to execute contract orders not to exceed $33,344.50. "They have done work for the city before. They're very reliable," the principal engineer said, and staff emphasized the work must be completed within the summer schedule so the lot is ready before students return in late August or September.
The committee also moved three technical-correction items that add account designations to existing on-call engineering services agreements with Tyen Bond, Inc.; Weston and Samson Engineers, Inc.; and AI Engineers, Inc. Staff said the contracts remain in effect and the corrections align the contracts with already-approved council account numbers.
In reports, the committee heard a municipal-solid-waste update. Solid-waste tonnage at the transfer station is up about 8.7% year over year but within the department’s typical tolerance; food-scrap numbers were low for the season and staff highlighted a free mattress collection event tied to a state program.
Principal engineer Jimian summarized ongoing projects and gave a progress update on Flax Hill Road: utility work is complete, the first half of sidewalk work between Highland and Arbor Drive is done, the second half (between Arbor Drive and Washington Street) is nearly complete and paving operations should begin in the coming weeks.
Votes: Committee members unanimously agreed to move the Burns Construction contract (Item B) and the technical-correction items (C–E) to the Common Council for final authorization. The motions passed without recorded opposition.
Next steps: The contract and technical corrections will appear on the Common Council agenda for final approval; staff will schedule Brookside paving work for summer construction windows and coordinate timelines to finish before school reopens.
