County forms project team to modernize Crown Theater and arena, aims to avoid budget surprises

The county has formed a project team to evaluate modernization of the Crown Theater and the adjoining arena, with a focus on identifying baseline facility needs, ADA compliance, programming and revenue potential.
Commissioners said the team will determine what foundational work must be done to eliminate inadequate seating and upgrade facilities, then identify enhancements driven by programming and cost models. "We don't want people sitting in folding chairs," the chair said when asked about current seating conditions.
The county will use a construction-manager-at-risk (CMAR) delivery model to allow the team to price baseline work and enhancements before final design, the chair explained, which the board said helps avoid projects that exceed budget. A social-media post from TA Loving suggesting a $100 million figure for the project was addressed by the chair as speculative; commissioners said no definitive price had been set and that the CMAR process will give more accurate cost estimates.
The project team will return recommended options and cost models to the board for decisions about the level of investment and programming the county wants for the venue as a regional entertainment and sports destination.
