Tennel said the city has experienced recurring roof problems and favored a longer‑lasting product to stop repeated patching. "That was a fun day," she said, recalling interior water damage; she added the Legacy product has a longer warranty and higher wind resistance than the base option.
Transcripted dollar figures on the bid packet contained an apparent transcription error (one line read "$41,287,000"), but Tennel described the award as the alternate bid to Camberling Construction LLC for the Malarkey Legacy option and stated the alternate quote as $41,287 elsewhere in her remarks. The board moved, seconded and approved the award.
Staff said the redevelopment commission and other city projects have used the Malarkey product on other buildings. The contract award is intended to resolve long‑running leak issues at City Hall; staff will return with execution documents once the contract is finalized.
