Board approves $62,000 downtown parking study to update 2014 analysis

The Franklin City Board of Public Works and Safety on June 1 approved a professional services agreement for a downtown parking study funded by the Redevelopment Commission.
Community Development Director Christrista Linky said the city solicited three proposals and selected the lowest responsive bidder, the same firm that prepared the 2014–15 study. Linky said the updated study — expanded slightly from the prior scope — will cost about $62,000, will track turnover during normal weekdays, weekday evenings and event weekends, and should take up to nine months to complete. "Our last one was done in 2014–2015…a lot of things have changed since those years including a new amphitheater and multiple event centers," she said.
Linky said the Redevelopment Commission has already appropriated the funds and staff expect the consultant could begin work immediately after contract execution. The consultant will present findings publicly and staff may schedule joint RDC and board meetings to avoid paying for duplicate presentations.
Board members noted the study will examine parking impacts of new modes such as scooters and golf carts and will include both on‑street and public lot turnover analysis. The motion to execute the agreement was moved, seconded and approved by voice vote.
