Opponents said $100,000 is a large amount to approve without fuller discussion and recommended a compromise threshold (several members suggested $50,000).
Council members emphasized that items retained in the consent block would still appear on the agenda with supporting details and any alderperson could pull an item for individual consideration prior to a block vote. Staff said the executive summary will indicate whether items were previously budgeted and note added costs when a line-item comes in above the budgeted amount.
A roll‑call vote recorded five votes in favor and three opposed; the motion passed and the new threshold will take effect as adopted in the ordinance amendment.
