Council approves consent items including MOU with Animal Service Center and travel authorization; meeting recessed for lack of full quorum
Summary
The council approved minutes and several consent items (including an MOU with the Animal Service Center of Mesilla Valley and a general travel authorization for officials and staff). Because several remaining agenda items required a full council, the mayor recessed the meeting to the following Monday at 5:30 p.m.

The Sunland Park City Council approved several consent items during its June 6 meeting and then recessed the meeting because not all agenda items could be addressed without a four-vote majority.
The council first approved the May 19, 2026 regular meeting minutes by motion and second. Later, the council moved to approve item 10, a memorandum of understanding between the City of Sunland Park and the Animal Service Center of Mesilla Valley; the chair called the roll and announced, "Motion carries," and item 10 was approved. The council also approved item 11, the general annual travel authorization for elected officials and city employees; the chair again called the roll and the motion carried unanimously.
After noting that many remaining agenda items required four affirmative votes and that a full governing body was not present, the mayor recessed the meeting at 6:23 p.m. and scheduled continuation for the following Monday at 5:30 p.m. in the council chambers to address items 5–9 and 12–20.
What happens next: The council will reconvene next Monday to complete the remainder of the agenda items that require a majority vote.
Why it matters: Approval of interlocal agreements and travel authorizations ensures continuity of services (animal services partnership) and official travel policy; the recess reflects quorum rules that limit action when several members are absent.
