The Webster Planning Board on June 2 granted preliminary site plan approval to Brew Team New York LLC, represented by franchisee Doug Beichel, for a 510‑square‑foot prefabricated, double drive‑thru coffee stand on Hard Road (SPL 079.15‑1‑1.3131), subject to several conditions requested by town staff and engineering.
Town staff and the project’s civil engineer reviewed recent Project Review Committee (PRC) comments and flagged outstanding stormwater protection plan (SWIP) issues showing how drainage from the new site will connect to an existing detention/swale that serves the adjacent Popeye’s and Taco Bell properties. Keith, speaking for town engineering, asked for a higher level of detail on how the proposed drainage will connect to the existing detention area and for bioretention continuity across the frontage. Beichel acknowledged receipt of the new comments and said his engineer had returned to the site that day; he told the board they will respond to the remaining SWIP comments prior to final approval.
Board members emphasized two operational controls as conditions of the approval: lighting must use shielding (applicant offered shielded LED options rather than dimmed LEDs) and the exterior speaker system must be volume‑controlled. Beichel described the site speakers as intended for order and employee communication under the canopy and said they can be attenuated; he also said the franchisee will provide photos/comparisons of shielded fixtures for the board to review before final approval. The board included snow‑storage requirements: the applicant must identify on‑site snow storage or submit a snow‑management/removal plan.
After discussion the board voted to grant preliminary approval subject to PRC comments being addressed before final site plan, a letter of credit, Monroe County Water Authority comments, landscaping, continuation of the bioretention feature across the frontage, submittal of a final SWIP and demonstration of shielded lighting and controlled speaker volumes. The planning board closed the public hearing portion of the item and will review the outstanding engineering responses at final site plan.
