Separately, council members considered Item 11, an ordinance authorizing a development agreement and related documents for the West Fairview commercial redevelopment. After motions to suspend the rules and to substitute, the council adopted the substitute ordinance unanimously. The city indicated the substitute reflected negotiated changes from the work session and department reviews.
Councilors asked for additional committee review on short-term rentals (Commerce & Industry Committee) and signaled continued department collaboration before bringing highly technical land-use items back to the full council.
