Council hears $1.1 billion draft capital-improvement plan covering water, roads and airport projects

The San Angelo City Council held a public hearing on the draft 2027–2031 Capital Improvement Plan, a five-year slate of 129 projects totaling about $1.1 billion.
Finance Director Jonathan Flores said the CIP includes 40 active projects at roughly $236 million, 17 planned projects at about $105 million (projects with identified funding or design underway), and 72 proposed projects totaling roughly $761 million. He described the CIP as a menu of projects that staff and council will use for grant pursuit, budgeting and debt-issuance planning.
Flores highlighted major water-related priorities: capacity expansion to the south, a southern elevated storage option to address pressure issues, and replacement of aging distribution lines. He explained that the CIP is updated annually and that amendments can be made by council resolution if new grant funding or priorities emerge.
Council members asked about project prioritization, water-infrastructure inclusion and the process for amending the plan; Flores said staff uses master plans (airport, thoroughfare), department input and financial planning to sequence work. The public-survey period on the draft was scheduled to remain open through June 10.
What’s next: No action was taken; the council will consider adoption at a subsequent meeting after the public comment period closes.
