Economic development director highlights land deals, flood recovery and workforce steps in KOSA DC report

Ryan Gaddy, the city’s economic development director, presented KOSA Development Corporation’s 2025 annual report outlining a mix of land sales, business-support awards and workforce initiatives intended to help San Angelo attract and sustain industry.
Gaddy said approximately 36 acres moved under contract with ATI Group representing a $2.3 million project, and that KOSA DC negotiated the sale of 5.5 acres to the Texas A&M system to support wildfire-response facilities. The report also described rail-port activity, the Lonear trucking construction project and the repositioning of a downtown property into a $10 million Technology Tower for offices and tech firms.
“KOSA DC’s 2025 story is a story of growth,” Gaddy said, noting the corporation also approved $300,000 to help True Lightning Protection expand and $1 million in flood-recovery assistance for businesses affected by July 4 flood damage. Workforce initiatives included a new Aviation Maintenance School partnership and pipeline work with Howard College and Angelo State University.
Council members praised the report and asked about next-year priorities; Gaddy said staff is shifting one administrative role to be more development-focused to increase business-retention and expansion outreach.
What’s next: No formal action was required. Staff will continue implementation of projects described in the report and pursue the rail-port and industrial park opportunities into 2026.
