Sheboygan council directs license revocations, denies transfers and approves multiple ordinances

The Sheboygan Common Council on Monday voted unanimously on a series of license and ordinance actions, directing legal steps in several liquor-license cases while adopting zoning and municipal-code changes.
The council accepted a quasi-judicial committee’s findings and voted to revoke Class B beer, Class B liquor and amusement license number 3475 held by JN Cortez, LLC d/b/a Mi Ranchito II. Alderperson Boris moved to receive and accept the findings of fact and conclusions of law and to revoke the licenses; the motion passed on a roll-call vote recorded as unanimous.
The council also approved two administrative resolutions directing the drafting of summons and complaints for revocation proceedings. Resolution 192627 instructed staff regarding the West Coast Cafe & Lounge license-transfer matter and was adopted after the council opened the floor for public comment. Resolution 222627 (concerning Boheme/Boheme-related license renewal) was amended to correct a license-reference number before being adopted as amended.
On ordinance matters, the council:
- Approved a zoning map amendment that reclassified parcel 5920816295602040 North Avenue from urban industrial to urban commercial (general ordinance 2-26-27).
- Adopted municipal-code amendments (general ordinance 6-26-27) amending sections cited by the mover.
- Approved an amendment to the municipal smoking regulations to address behavior around the library and provide for effective signage (general ordinance 4-26-27).
- Approved changes to the procedure for declaring vicious or dangerous dogs in the municipal code (general ordinance 5-26-27).
Council members moved into a contemplated closed session under Wisconsin Statute s. 19.85(1) to confer with legal counsel about litigation and possible actions regarding various licenses; they reconvened and took the license actions noted above.
