The Glendora Planning Commission unanimously approved two conditional use permits on separate agenda items to allow massage therapy services to operate within existing beauty‑spa tenant spaces.
On the first item (PLN25‑5034), staff reported the request would permit massage services to be offered within an existing tenant space at 1311 South Grand Avenue, Suite 130. Applicant Shan Jang said the business provides licensed massage services and requested approval to continue operating professionally in the community. There were no public speakers on the item. The commission found the project categorically exempt under CEQA Guidelines §15301 (existing facilities) and approved resolution PC2026‑02 on a 4‑0 vote.
On the second item (CUP26‑00003), Fountain of Youth Skin and Body Care owners Claudia Pon DeLeon and Valerie described their family business and noted that massage therapists were reclassified as healthcare workers in January 2026. A nearby resident, Joel Montes, testified about ongoing noise and HVAC concerns at the multi‑tenant building and asked that code enforcement measure equipment at the property line. Staff said it had notified code enforcement to follow up. The commission again found the CUP categorically exempt under CEQA Guidelines §15301 and approved resolution PC2026‑03 on a 4‑0 vote.
Applicants stressed professionalism and licensing. "Our goal is to provide a clean, safe, and relaxing environment for our clients and the community," Shan Jang told commissioners. Fountain of Youth owner Claudia Pon DeLeon said approval would let the small family business continue serving the community.
