Police testified the applicant no longer held a valid state massage license and that an inspection on May 6 found massages being performed without any licensed therapists on site. The police presentation said two employees provided documentation that the department and Workforce Development later verified as fraudulent. The police also reported fire and building‑code violations at the establishment.
“Miss Chang no longer has a valid license from the state to participate or practice massage and massage therapy,” the police chief said while recommending denial, and added that the licensee had consented to entry of multiple violations into the state record following a February 18, 2026 suspension. The chief also said citations were issued and that the cases remain in litigation.
Council staff confirmed the license holder was notified and offered the opportunity to be heard; notice of intent to deny was personally served on May 22. After discussion the licensing board moved, seconded and voted to deny the application. The board chair noted the denial will be considered by the full council as well.
The licensing board’s action was procedural and not a criminal finding. Council materials and the department presentation cited ongoing investigations and indicated the citations have not yet been fully litigated. The board’s denial was recorded as the formal local decision; any further judicial or administrative proceedings on the underlying allegations remain separate.
