Thompson's Station planning commissioners approved a preliminary plat for a 41.65-acre site on Tom Anderson Road (Winlow) and accepted staff contingencies, after staff and the applicant described transportation mitigation measures including a $164,365 in-lieu contribution toward a multi-use path.
Staff told the commission the site would be subdivided into 38 new buildable residential lots, one existing lot, five open-space lots and one wastewater lot and that zoning (D1) supports low-density residential development. A Transportation Impact Study identified pre-existing substandard conditions at intersections including Lewisburg Pike and Crites Lane during the AM peak and at the Lewisburg Pike/Tom Anderson eastbound approach during the PM peak. To address those impacts, staff and the applicant proposed updating signal timing plans and contributing $164,365 to a future multi-use path project.
During discussion, commissioners asked whether the in-lieu path contribution specifically addressed the Lewisburg Pike and Crites Lane impacts. Staff explained that the funds are allowed under recently adopted TIS guidelines and that the multi-use path is intended to expand nonvehicular travel options and connect residential areas to town property or Lewisburg Pike, potentially relieving some vehicular traffic. Staff noted the contribution amount was based on recent comparable land sales and a 10% contingency to reflect future construction costs. The applicant was present and indicated no objection to staff recommendations.
A motion to approve the preliminary plat, inclusive of staff-stated contingencies, carried on a roll-call vote.
