Staff said five bids were received, two were immediately considered nonresponsive and three were evaluated against technical and performance specifications. "Of the 3, 1 was clearly meeting the bid specifications," staff said, adding that the recommendation memo included the selected responsive bidder and supporting rationale. Staff explained that public input and the parks board shaped the accessible-playground design used as the basis for responsiveness.
Staff and the parks consultant discussed procurement details and alternatives; staff noted contractors submitted alternate deductions that could lower costs and that public-works staff would contribute to some in-kind work to reduce the ultimate town cost. The projected timeline presented to the board called for contractor mobilization within 15 days of an executed contract and roughly five months to substantial completion, assuming typical weather and subsurface conditions.
Board members requested the underlying RFP and responsive documentation for their review and confirmed the parks board would discuss the recommendation at its meeting. Staff said they would provide the RFP and bid materials on request and bring the contract for formal consideration at the next regular meeting.
