Thompson's Station board approves package of ordinances, seats EDIA board and okays wastewater contract
Summary
On unanimous or near-unanimous votes the Board of Mayor and Aldermen approved multiple second-reading ordinances—including updated impact fees, a noise ordinance and wastewater rules—seated the town's new Economic Development & Infrastructure Acceleration (EDIA) board, and approved a contract for an ARP-funded wastewater asset-management plan.
The Town of Thompson's Station advanced a set of routine but consequential items at its May meeting, approving several ordinances on second reading and formalizing new board and contract actions.
Staff said the update to the town's impact-fee ordinance was the first comprehensive study since 2019 and recommends increases for roadway, parks and government-building fees; staff also added a new definition and fee for business parks. The board approved ordinance 20-26-005 on second reading following the staff recap.
Councilors also approved the town's amended noise ordinance (20-26-008), the procedural changes to the land development ordinance allowing certain alternative design standards for large nonresidential developments (20-26-009), and an update to wastewater reversion and assignment procedures (20-26-010). Each ordinance passed on voice vote.
The board amended the FY2025-26 budget to record new parks grant revenue (ordinance 20-26-011) and moved forward an updated permit and fee schedule (20-26-013) on first reading; staff said the fee schedule ties permit amounts to documented staff review time, as required by state law for fees above $250.
On governance matters the board completed the ranked-ballot election and seated seven members on the newly formed Economic Development & Infrastructure Acceleration (EDIA) board and then approved a resolution (20-26-015) recognizing that board. The town also approved Contract 2026-004 with Barge Design to prepare an asset management plan required by the town's ARP grant for the wastewater treatment plant. In separate appointments the board filled a vacancy on the utility board, electing Emile Reister.
Most noncontroversial ordinances passed unanimously; where staff recommended additional review (for example, certain permit fees) board members requested follow-up work sessions and more detailed backup before second-reading votes.
The votes put in place updated rules and processes town staff said are designed to support upcoming capital work on parks, roads and utility systems.
