Council asks engineer to study alternate location for Manor Park restroom, hears residents' complaints about site condition and communication

At its June 19 meeting, the Manor Borough Council directed the borough engineer to research a potential second location for a new Manor Park restroom and to estimate the cost of a concrete pad and sewer connection, after members said renovation of the existing facility may be insufficient.

Council member Chuck Charrie told the council that the current restroom has a removable block wall, plumbing that would need rework, a new hot-water tank and an indoor shutoff, and that installing an ADA-compliant door and removing the existing service window would also be required. Charrie said some work could be completed in-house but that contractor estimates were being sought. Council member Jim Vacha moved to have the engineer research a new restroom location and provide cost estimates; Terry Nemitz seconded the motion, which carried unanimously.

During public comment, resident Ms. Lewis said she prefers repairing the existing concrete pad outside the park restroom and argued a new ADA facility could not be sited on the hillside. She also raised concerns that the audio-system bid would not be compatible with the current ceiling speaker. Council President Tony Gockel and Charrie said they would follow up; Charrie offered to work with Lewis on the sound-system question.

The directive to the engineer came after months of discussion at prior meetings, and the council did not adopt a final plan at this session. The council will consider the engineer's location analysis and cost estimate at a future meeting.
