Highland City Council approves transformer purchase, trail plan update, liquor-license transfer and expenditures

At its Dec. 2 meeting, the Highland City Council approved a $96,100 transformer purchase for Trouw Nutrition, declared EMS equipment surplus for disposal, authorized preliminary engineering to update the City’s 2010 Trail Master Plan, transferred an “A2” liquor license to Mit Patel, and accepted two expenditures reports.
The Highland City Council on Dec. 2 approved several routine matters, including a $96,100 purchase of a 2,000 kVA pad-mounted transformer for Trouw Nutrition and steps to update the city’s Trail Master Plan.
Mayor Kevin Hemann called the session to order at 6:30 p.m. and thanked attendees, saying, "It has been almost two years since we were last in here." The council then approved the minutes from its Nov. 18 regular session after a motion by Councilman Frey and a second from Councilman Napper; Councilmembers Sloan, Frey and Napper voted to approve while Councilwoman Bellm abstained.
During public forum, Scott Gathard, representing Highland Masonic Lodge No. 583, requested a partial street closure of one block of 9th Street (Walnut to Pestalozzi) from 10 a.m. to 4 p.m. on Sunday, March 2, 2025 for the lodge’s annual sausage supper. Councilwoman Bellm moved to approve the request; the council voted unanimously to grant the closure.
On procurement, the council voted to award Bid #E-10-24 to Fletcher Reinhardt for one 2000 kVA, 480Y/277V three-phase pad-mount transformer for Trouw Nutrition in the amount of $96,100.00. The motion, made by Councilwoman Bellm and seconded by Councilman Frey, passed on a 4–0 roll call vote.
The council also approved Bill #24-120/Ordinance #3362 declaring a Model 6252 “Stair Pro” from the EMS Department surplus and authorizing its sale or disposal after a motion by Councilman Frey, seconded by Councilwoman Bellm. Councilmembers Sloan, Frey, Bellm and Napper voted aye.
Councilwoman Bellm moved, and Councilman Frey seconded, approval of Bill #24-121/Resolution #24-12-3144 to execute a proposal with Oates Associates, Inc. for preliminary engineering services to update Highland’s 2010 Trail Master Plan; the council voted 4–0 in favor.
The council approved Bill #24-122/Resolution #24-12-3145 transferring the city’s “A2” liquor license for Old Time Pub, LLC to new member Mit Patel. That motion was made by Councilman Frey and seconded by Councilwoman Bellm and passed unanimously.
On finance matters, the council accepted Expenditures Report #1278 (Nov. 2–Nov. 15, 2024) on a motion by Councilwoman Bellm and Expenditures Report #1279 (Nov. 16–Nov. 29, 2024) on a motion by Councilman Frey; both motions passed 4–0. City Manager Chris Conrad said there was "nothing to report."
The meeting closed after a motion to adjourn from Councilwoman Bellm; the session ended at 6:41 p.m.
The council took no other substantive policy actions or contested votes at the meeting.
