Commission approves rezoning and auto-sales use on 28th Street subject to parking and wetlands conditions

Hector Bridal, who identified himself as the property owner, said the parcels had historically been B-2 and that commercial use was appropriate given the surrounding corridor and the increased commercial traffic tied to the nearby Seabee (CB) base entrance. "We'd like to get it rezoned back into B2 for general business," he told commissioners, noting frontage and existing parking at the site.
Commissioners asked staff to confirm technical constraints: parking that may need restriping because some spaces encroach on the city right of way and a staff note about possible wetlands behind the building. Staff and the applicant said they planned to avoid ground disturbance in the wetland area and to restripe or otherwise resolve parking, and staff noted parking and circulation requirements would likely limit the intensity of a use.
A motion to approve the rezoning (case 2604PC053) was moved and seconded with findings of changed conditions and public need related to increased commercial traffic near the base entrance; the rezoning passed by voice vote. The commission then approved the auto-sales use (case 2604PC052) with the conditions stated in the technical report.
