Collierville awards $303,645 Walnut Street drainage contract; road closed ~120 days during construction

Town Engineer Dale Perryman presented the Walnut Street drainage-improvement project and recommended awarding the construction contract to the lowest responsive bidder, NScore, at $303,645.40.
Perryman said the work — located on Walnut Street between Mulberry Street and North Harlot Street — includes approximately 440 feet of drainage pipe (18–42 inches), eight drainage structures, asphalt patching and traffic control. Construction will require a full closure of Walnut Street during work for approximately 120 calendar days; liquidated damages are set at $600 per day. The project could not proceed earlier because downstream drainage phases needed completion; those downstream phases were finished in December 2025, allowing this project to start.
Seven vendors requested plans; four bids were received. Perryman said the contract is a unit-price arrangement and that remaining funds will be returned to the appropriate account when the project is completed. The board approved the award by roll call.
