Collierville awards $832,575 contract to investigate up to 2,677 water service lines for LCRI compliance

The Town of Collierville voted May 11 to award a contract to Superior HydroVac for a service-line investigation to support compliance with the Lead and Copper Rule Improvements (LCRI). Utilities Director John Fox told the board the investigation will verify remaining unknown service-line materials on both public and private sides of up to 2,677 service connections so the town can meet the Tennessee Department of Environment and Conservation’s compliance deadline of November 1, 2027.
Procurement notified eight vendors; three bids were received. Superior HydroVac submitted the lowest responsive bid at $832,575. Staff said the original project budget was $570,000 based on consultant estimates; after bid results a budget amendment (recorded earlier under Resolution 2026-12) increased the budget by $280,000 to $850,000, which includes approximately $17,425 for contingency related to asphalt or concrete restoration at investigation locations.
Board members asked why consultant estimates were low; Fox said evolving state enforcement guidance contributed to uncertainty in early estimates (requirements about how far to excavate around meters changed during planning). A motion to approve the contract passed on roll call; staff said work is intended to be completed in a timeframe that meets the state deadline and that remaining funds will be returned to appropriate accounts if unused.
The award initiates physical verification work necessary to finalize Collierville’s service-line inventory and to inform future replacement or mitigation planning.
