Collierville approves $3.64 million CIP boost and awards $10.6M library expansion contract to Alliant Construction

The Board of Mayor and Aldermen voted May 11 to appropriate $3,641,403.43 in general-fund undesignated balance and award the Collierville Birch Library expansion contract to Alliant Construction.
Deputy Town Administrator Katrina Amos Atkins told the board the library, built in 2001 and acquired by the town in 2004, needs expanded meeting rooms, study space and children’s areas. After competitive bidding (67 vendors notified, eight bids received), the lowest responsive bidder qualifying to complete the work was Alliant Construction. Alliant’s base bid is $10,636,000. Staff presented three alternates — additional landscape screening ($16,452), an outdoor event-space patio ($207,000) and an item labeled “alternate 3” for $259,000 — bringing the total with alternates to $11,118,452. Atkins said the $3,641,403.43 appropriation approved earlier in Resolution 2026-12 will bring the project budget to $12,299,177.23 and cover the accepted bid.
At a brief discussion on whether to include all alternates now, Atkins explained alternates were bid to give the board flexibility; delaying an alternate could increase future costs because of mobilization and schedule impacts. Alderman Robbins moved to award the contract for the base bid and include all three alternates; Alderman Marshall seconded. The motion passed on roll call (Marshall, Stamps, Robbins and Mayor Maureen Frazier voting yes; Hall voting no).
Friends of the Library are running a fundraising campaign to offset furniture, fixtures and equipment with a $4 million goal; Atkins said nearly $400,000 has been raised to date. Staff said a preconstruction meeting will follow award and construction scheduling will seek to limit impacts on downtown events.
The board also approved a related budget resolution (Resolution 2026-12) that recognizes a $19,295 donation for a replacement police canine, transfers and reimbursements for a canine-unit vehicle, and water/sewer fund amendments for lead-and-copper inspection and clear-well repairs.
With the vote, the town moved the library expansion into the contract phase; staff said standard project controls and reporting will follow and will return to the board for any material changes.
