Commissioners approve payroll, claims, ESRI contract renewal and several personnel reorganizations

Commissioner’s Assistant Paula Bennett presented payroll for May 8 and claims for May 6–18; both were approved on motions by Commissioner David S. Byers with President Tracy A. Brown seconding. DOLt Manager Cinde Shockey asked the board to approve a three‑year ESRI contract renewal that adds regional provisions for Lafayette and West Lafayette; County Attorney Doug Masson characterized the agreement as a continuation of the master ESRI agreement with added regional data‑sharing terms and noted the three‑year price lock yields cost savings.
Youth Services Director Rebecca Humphrey asked the board to eliminate one Case Manager (PAT II) and create one Youth Development Supervisor (PAT III) to strengthen support, increase enrollment and reduce part‑time costs; the board approved the reorganization. Administrator Rees told the commissioners that reclassifying a Health Department RN (PAT IV) to a Medical Assistant (COMOT II) would produce approximately $22,000 in cost savings; that personnel change was also approved.
Attorney Masson presented a perpetual sewer utility and construction easement for the Buck Creek and Colburn wastewater project for Parcel #79‑04‑27‑300‑001.000‑027 (Mark E. Fisher, et al.) for $4,193; the board approved the grant. Grants Administrator Sharon Hutchison received permission to apply to the Indiana Department of Health for Women, Infants and Children (WIC) program funding for fiscal year 2027 to cover department expenditures and salaries.
