"The BoT process involves prior advertised proposals for qualifications that were reviewed and awarded to the firm Avenew, Inc., for the infrastructure project," Masson said, describing the procurement and the two‑phase approach. The resolution before the board documented the Phase 1 GMP and set Phase 2 for later public review.
