Billy H. Hobbs elected chair of Hampton Towing Advisory Board; board sets 2026 calendar and next topics

Cpl. Nick Kennedy, the meeting facilitator, recorded attendance that included Sgt. Jon Crowder and members Abbott, Jacquelin E. Wade, Robert “Bo” Lomax and Billy H. Hobbs. The board noted one vacancy for a Tow Truck Company Representative; the minutes specify the representative must be a Hampton resident.
The board listed quarterly meeting dates for 2026: Feb. 18, May 20, Aug. 19 and Nov. 18, to be held at the Police Training Academy on the third Wednesday of each quarter. Members were also told that Newport News has a separate Towing Advisory Board; its next meeting is Dec. 11 at 2:00 p.m. at 10188 Warwick Blvd., and members may attend if interested.
The board reviewed its responsibilities, including recommending or reviewing changes to towing-related code and noting that law-enforcement officers are responsible for enforcing leasing violations and conducting inspections. Robert “Bo” Lomax requested a copy of the current towing policy; the minutes state the document will be provided.
For the next meeting the board identified several agenda topics: towing pricing structure, Hampton Police towing procedures, categories of offenses with progressive penalties for first, second and third offenses, consideration of new or proposed rates, and a Chair-requested discussion on suspension of the tow company list.
The meeting was adjourned at 2:47 p.m.
