Planning commission recommends CUP for Enterprise car-rental at 4000 South Houston Levy Road, recommends rescinding Poplar Avenue permit

The Collierville Planning Commission on a unanimous recommendation approved a conditional use permit request that would allow EAN Holdings (operating as Enterprise) to relocate a car-rental operation to 4000 South Houston Levy Road and recommended rescinding an existing Poplar Avenue CUP once the new location is certified.

Dawn, planning staff, told the commission the request is for a new CUP at the Houston Levy site and to rescind the conditional use that currently permits car rental at 1990 West Poplar Avenue. "The purpose of this agenda item for 4000 South Houston Levy Road is to request approval of a CUP to allow a car rental use," she said, noting the applicant has agreed to 12 conditions of approval and that the new site would require a final site plan and final plat before construction.

Staff said the conceptual site plan shows a roughly 1,600-square-foot main office, a car-wash bay for fleet vehicles only, and about 90–100 parking spaces for staff and customers. Traffic impacts were expected to be modest: staff estimated about 12 peak-hour trips and said the site will share an existing full-movement access with the neighboring Sonic; a second, new right-in/right-out access to the south would provide northbound-only movement onto Houston Levy.

Kate Thompson, property development and facilities manager for Enterprise Mobility in the West Tennessee region, gave the applicant presentation and provided a business address for the record. "I'm here to answer any questions that you have on our operations," she said.

Commissioners moved and seconded the recommendation to forward approval to the Board of Mayor and Aldermen with the listed conditions; they separately approved the staff recommendation to rescind the Poplar Avenue CUP "30 days after the CUP for the Houston Levy location receives a certificate of occupancy by the town of Collierville." The motions passed by roll call with no recorded opposition.

The commission’s recommendation does not approve final site construction documents; the applicant must submit a final site plan, a final plat and a development agreement detailing reimbursements (including for new street lights) and detention will be reviewed with the site plan. The Board of Mayor and Aldermen is scheduled to consider the matter at its next meeting as part of the applicant’s next steps.
