Council introduces ordinance to regulate golf carts, utility vehicles on city roads

Council on Oct. 14 gave first reading to Ordinance 18-25, a proposal to create Chapter 446 regulating low-speed vehicles, under-speed vehicles, utility vehicles and mini-trucks on Carlisle streets with requirements including seat belts, inspections and a ban on standing on moving vehicles; second reading set for Oct. 28.
On Oct. 14 the Carlisle City Council introduced Ordinance 18-25, which would add Chapter 446 to the codified ordinances to regulate low-speed vehicles, under-speed vehicles, utility vehicles and mini-trucks on city roads.
City Manager Chris Lohr said staff and Police Chief Will Rogers researched other communities and drafted what they described as a balance between residents’ desire to use these vehicles and public safety. The ordinance text, as described to council, would include requirements such as seat belts, periodic inspections and a prohibition on standing on a vehicle while it is in motion. Chief Rogers addressed council with additional enforcement and safety details.
The ordinance received its first reading and is scheduled for a second reading Oct. 28. No adoption vote occurred on Oct. 14.
