Carlisle council holds first reading of 2026 budget; finance director praised

Council held the first reading of Ordinance 17-25 on Oct. 14, opening the legislative process to adopt appropriations for the 2026 fiscal year. City Manager Chris Lohr told council there will be two further readings and opportunities for questions before final adoption.
Finance Director Kristina Cooper prepared the budget packet, which council described as comprehensive; Mr. Jason Faulkner thanked Cooper and said he is pleased with recently purchased software that improved reporting. Mr. Lohr said staff is preparing materials to pursue recognition from the Government Finance Officers Association.
No votes were taken on the ordinance at this meeting; the council scheduled the second reading for Oct. 28. Council members may raise additional questions and adjustments in subsequent readings.
