The council advanced Ordinance O‑11‑26, which would allow long‑term room rentals in private homes, on first reading and referred the measure to the Planning Commission, Economic Matters Committee and Rules and City Government Committee for additional review.
A resident, Laurie Sullivan, addressed the council during general public comments and said she was not categorically opposed to the concept but criticized the city’s approach to housing policy. "I'm not here to oppose it, at least not in its current form," Sullivan said, and urged the council to pursue a coordinated, citywide housing strategy rather than introducing incremental, standalone ordinances. She recommended taking advantage of the current moratorium on non‑owner‑occupied short‑term rentals to evaluate housing options comprehensively, including impacts on parking, traffic and neighborhood character, before moving forward with individual bills.
During the legislative actions portion of the meeting, a motion to adopt O‑11‑26 on first reader was moved and seconded. Council members noted an amendment would be forthcoming to tweak timing and provide provisional approvals so relevant state information would be available more quickly for applicants. The council referred the ordinance and an associated resolution on fees (R‑17‑26) to the appropriate committees for review.
Council discussion and committee review will determine the ordinance’s path forward; no final vote to enact the ordinance occurred at this meeting.
