Commission conditionally approves East Green Street redevelopment with ADA, stormwater and water allocation conditions

The Planning and Zoning Commission conditionally approved site development plan SS2421 on May 21 for the redevelopment of 285–289 East Green Street, a 1.39‑acre downtown property that will include raised structures, new parking, landscaping and façade renovations.

Staff said the project requires 92 parking spaces under the zoning ordinance but benefits from a 25 percent downtown parking‑area reduction (reducing the requirement to 69). The applicant currently proposes 55 on‑site spaces and has secured an administrative adjustment and a parking agreement for additional off‑site spaces to meet the requirement. Staff also noted an application for water and sewer allocation (WSA 25‑71) had been submitted and must be finalized prior to issuance of permits.

A site consultant (Timothy) told the commission that Carroll County stormwater management approvals have been obtained and described ADA challenges along Washington Road caused by existing power poles; the applicant said it will adjust sidewalk alignment and other details to meet ADA clearances as part of final construction drawings. Staff recommended several conditions prior to signature approval: address outstanding city and Carroll County contacts, demonstrate ADA compliance, obtain final stormwater approval from Carroll County, secure final water and sewer allocation, and finalize construction drawings demonstrating ADA compliance. Staff also proposed a two‑year expiration if the signed plan is not finalized.

A commissioner moved to conditionally approve SS2421 with the listed staff conditions and clarifying language about elevations; the motion was seconded and carried by voice vote with no recorded opposition. Staff will track water and sewer allocation and remaining technical items before final signature approval.
