Pinckneyville council approves hires, equipment purchases and labor agreement

The Pinckneyville City Council voted on July 28 to approve a package of routine personnel and procurement actions aimed at restoring public safety staffing and updating equipment.
Commissioners authorized Police Chief Kenneth Kelley to hire two full‑time officers after the Police Merit Board provided two names on the final eligibility list; the city expects recruits to attend a 16‑week academy at SWIC beginning Aug. 18, 2025, with additional local training afterward. The council also approved purchasing a used 2022 Dodge Durango patrol vehicle from the Missouri State Highway Patrol for $33,000 to replace a 2017 Ford Explorer that was totaled; the city received $16,285.81 in insurance proceeds toward the replacement.
Council members approved procurement for utilities, including purchasing three Global Water refrigerated wastewater samplers from Grainger for $8,973.15 (plus shipping) to be paid from the Sewer Fund, and accepting a bid from Bobcat of Marion to buy a Bobcat compact track loader for the Street Department at $71,487.49.
In personnel matters, Mayor Robert L. Spencer presented Resolution No. R‑2025‑19 to add a Utility Department Supervisor position to the collective bargaining agreement with the Laborers’ International Union and affiliates; the measure passed on roll call.
The council approved Ordinance No. O‑2025‑09 authorizing the sale of municipally owned property along Blue Bunting Road to Sam and Anita Loyd of Loyd Hauling and placed on file Resolution No. R‑2025‑21 to provide grant assistance for renovations at 104 West St. Louis Street (The Works Wellness) using Business District funds.
All of the measures in this package passed by roll call vote with all members voting Yea, except measures related to separate agenda items noted elsewhere. The actions are intended to restore staffing capacity in the police department, maintain city utilities, and support local economic development projects.
The council adjourned at 7:30 p.m.
