Chairman Phillip G. Russell II provided an update on county capital projects at the July 9 council meeting, reporting that the new county building work is progressing, preconstruction for Goshen Hill Fire Department has been held with an open house set for Aug. 2, the Bonham Aerial Truck contract has been signed, and the gateway sign bid was awarded for four locations.
Russell said courthouse offices are moving files from vaults with a goal of completion by the end of August if staffing permits, and that the jail addition is on schedule. He said disc golf at South Hills should open by Aug. 1 and that the multi‑purpose field and basketball amenities will be ready in coming months. A committee addressing the Spartanburg/Union line change will continue meeting and report back.
On animal services, Russell described draft shelter drawings with an estimated construction cost of $1.6–$1.8 million excluding land and grading, and said staffing is limited (three staff covering Animal and Code) and the shelter currently houses about 111 dogs. Councilmember Carolyn Rutherford said she had difficulty reaching the shelter by phone; Russell said he would contact staff to schedule a visit for a constituent interested in adopting a kitten.
The council adjourned at approximately 6:45 p.m.
