Colts Neck Committee approves MCIA lease, introduces multiple ordinances and adopts consent agenda

At its Aug. 13 meeting the Colts Neck Township Committee approved multiple routine and substantive items, introduced several ordinances for public hearing on Sept. 10 and adopted the consent agenda.
By roll call the committee approved Ordinance 02/2014 (second reading), authorizing capital equipment leasing through the Monmouth County Improvement Authority. The committee also adopted consent resolutions numbered 2025‑140 through 2025‑150 and approved the bills list and vouchers; the administrator moved $14,999,506.27 for payment, noting that roughly 92 percent of that amount represented tax distributions to entities such as the Board of Education, Monmouth County and the library.
The committee introduced multiple ordinances by title (first reading) and set public hearings for Sept. 10, 2025. These included:
• Ordinance 2025‑15 — amending refuse/dumpster rules to prohibit collection/dumpsters in public rights‑of‑way; • Ordinance 2025‑16 — amending Chapter 79 (Animals) to prohibit dogs on playing surfaces (fields), allowing leashed spectator presence; • Ordinance 2025‑17 and 2025‑18 — development regulation amendments to protect riparian buffers and update nonresidential building standards; • Ordinance 2025‑19 (bond ordinance activity introduced as part of affordability work) and 2025‑20 (acquisition of Block 4101, Lot 43); • Ordinance 2025‑21 — LOSAP amendment to permit cost‑of‑living adjustments (introduced; two members recused because they are volunteer firefighters).
On the LOSAP amendment, Committeeman Buzetta and Committeeman Rizzuto recused themselves from the vote due to their volunteer membership in the fire department; the introduction proceeded with the remaining members. The committee also heard an administrator report that the Colts Neck Business Association will hold its Polo Classic Sept. 7 at Fox Mill Park (alcohol service approved for the event) and was reminded of library and community events through the fall.
No substantive ordinance adoptions beyond the MCIA lease took place; several items were introduced for public hearing on Sept. 10.
