Police chief outlines festival coverage and policy updates; council discusses license-plate reader use in parking ordinance review

At the June 25 Union City Borough Council meeting Police Chief David Pernice reported plans to increase coverage for the upcoming French Creek Festival, said Erie County detectives will fund overtime and provide 2–3 officers from the Erie County Courthouse, and said he has requested additional coverage from Corry PSP.
Chief Pernice also said he is completing a background check as required by Civil Service rules with an expected completion date of July 5, 2024. He reported working with Lexipol to update department policies and said he is removing policies that are unnecessary; the council indicated it is awaiting review and approval by the borough solicitor before changes are finalized and adopted.
During discussion of proposed amendments to the parking ordinance (including a change to front-end angled parking in Municipal Lot #2), Chief Pernice described license-plate-reader technology in use by the department and noted that the system can search plates and assist investigations nationally. Council asked Streets Supervisor Bob Phillips to review the lot layout for angled parking options. A separate zoning amendment regarding small games of chance and allowing pools in vacant adjoining lots was deferred until the solicitor is available to advise.
The mayor commended the department for positive traffic enforcement results. No public commenters raised concerns during the meeting. Council concluded this portion of the agenda without taking immediate policy action pending solicitor review.
