Town meeting approved changes to Winchester’s meeting rules, moving from Robert’s Rules toward a locally adopted ‘Town Meeting Time’ procedure recommended by a study committee.
The committee proposed three main changes: adopt Town Meeting Time as the governing procedure, establish an assistant moderator who would help but not replace the moderator, and codify a consent agenda for routinely noncontroversial articles so the body can vote to accept them en bloc unless a member requests removal. The committee opposed allowing any attendee to stand and immediately move the question without recognition, saying that could cut off debate unfairly; the committee recommended keeping Winchester’s tradition that members be allowed to stand to move a vote but that recognition procedures remain in place.
The changes were approved and are scheduled to take effect at the fall town meeting.
