The Simsbury Design Review Board on March 16 reviewed a preliminary master development plan and zone change application (ZC 26-04) for Powder Forest Development at 1–3 Mill Pond Lane that would rezone roughly 3.4 acres from I-2 to a Planned Area Development (PAD) and add 14 multifamily townhouse units.
Philip Doyle of LADA PC, Chris Hill of Blue Moon Design and property owner Alex Ilchenko presented the application to the board. The PAD submission was characterized as a preliminary, non-binding review under the PAD process; no final zoning decision or formal vote on the rezoning was recorded at the meeting.
Board members focused on design details. Commissioners recommended that each unit include a colored or wooden entry door to increase visual distinction and suggested incorporating metal seam roofing as a material option to enhance the overall design. The design guidance was advisory at this stage; applicants may return with revisions during later permit or formal zoning proceedings.
The board approved routine minutes and moved on to other business before adjourning. The meeting record notes the board received the presentation and provided non-binding feedback; it does not record a final action on the zone change application. The board is expected to continue review through the Town’s formal zoning and PAD review process if the applicant files those subsequent submissions.
