Ottawa council approves payroll, Main Street Bridge contract, police equipment and code updates

The Council of the City of Ottawa unanimously approved a series of routine financial items, infrastructure contracts, procurement quotations and two ordinances at its regular May 19 meeting.
Commissioner Marla K. Pearson moved to approve the minutes of the May 5, 2026 meeting; the motion was seconded by Commissioner Thomas G. Ganiere and passed with all members voting in favor. The council then approved the biweekly salary payroll for May 8, 2026, totaling $740,312.89, and a Bimonthly Expense Report dated May 19, 2026, showing expenses of $1,373,086.39; both motions passed unanimously.
On infrastructure, the council accepted the low bid from D Construction Inc. for the Main Street Bridge Rehabilitation Project in the amount of $613,501.42, moved by Commissioner Pearson and seconded by Commissioner Ganiere. The council also approved Change Order #1 for the same project, noting a decreased amount of $165,396.00; that motion also passed unanimously.
The council approved several procurement items for city operations. Commissioners accepted a quote from CDS Office Technologies for $61,556.00 to install laptops in squad cars, a $15,600.00 quote from U.S. Tennis Construction for resurfacing the Lincoln Douglas Park basketball court (to be paid from the Playground and Recreation Fund), and a $23,066.00 quote from Dorner Company for valves at the Central Water Department Plant (to be paid from the Water Fund). Commissioner Ganiere moved each of those approvals with motions seconded and adopted by unanimous vote.
On public-safety procurement and administration, the council received and placed on file for public inspection a resolution authorizing execution of a transit service agreement between the City and Fox Valley Community Services regarding NCAT, and a resolution authorizing a proposal for equipment and software with Axon Enterprises Inc. for the Police Department. An ordinance adding Article VI to Chapter 102 of the Municipal Code, establishing administrative fees for impounded vehicles involved in crimes, was presented by Commissioner Ganiere and passed unanimously.
Mayor Robert Hasty presented and moved adoption of an ordinance amending Articles III and IV of Chapter 22 of the Municipal Code to update the Building and Electrical Codes; the motion was seconded and adopted unanimously.
The council also approved a request from VFW Auxiliary Post #2470 to hold its Annual Poppy Days fundraiser on June 27–28, 2026, at the intersection of Norris Drive and Columbus Street and adopted a proclamation declaring May 21–22, 2026, as American Legion Poppy Days. The council adopted a separate proclamation declaring May 18–22, 2026, as National Public Works Week.
All motions recorded in the minutes show ayes from Commissioners Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty and no nays. The meeting was adjourned at 7:11 p.m.
