Foster care oversight committee presents annual report; county agrees to state audit

The Foster Care Standards and Oversight Committee presented its 2024–25 annual report to the Fresno County Board of Supervisors on June 2, recommending continued county support for CWS Cares implementation, strengthening kin‑first family‑centered care and advancing trauma‑informed practices.
Committee Chair Rosemary Alaniz described ongoing work on school stability, chronic absenteeism, behavioral health coordination and subcommittee activity aimed at improving outcomes for children and youth in foster care. Dalvin Baker, Deputy Director of the Department of Social Services' Child Welfare Branch, said the department values the committee’s partnership and reiterated a focus on placement with relatives where appropriate and on trauma‑informed practices including the Neurosequential Model of Therapeutics (NMT).
Supervisor questions focused on the committee’s oversight role and on follow‑up actions. CAO Paul Nerland reported that the California Department of Social Services had agreed to conduct an audit and sent an engagement letter; staff will continue collaboration to ensure continuity of care during the statewide CWS Cares transition.
The board accepted the annual report and thanked committee members and department staff for their work.
