The special meeting was called to order by Mayor Jason Hiess at 5:09 p.m. on May 26, 2026, in City Hall Council Chambers. City Clerk Bridget Givens called the roll; council members John Monarski, Rob Kiefer, Jody Marr, Chuck Hull, Dan Dixon, Paul Nadreau and Tim Normand were recorded as present. Shawn Murphy, partner with PAA, was listed as also present.
At 5:10 p.m. Council member John Monarski moved, seconded by Council member Paul Nadreau, to go into closed session under Wisconsin Statutes Section 19.85(1)(c), which allows closed meetings for "considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility." The motion specified that the closed session would include review of video interviews, background examinations and personal histories of semifinalists for the city administrator position and that the Council, Mayor, City Attorney and Shawn Murphy of PAA would attend. The motion passed on a roll-call vote with ayes recorded from Monarski, Nadreau, Normand, Kiefer, Marr, Hull and Dixon.
The minutes state the council discussed the candidate materials in closed session but do not disclose the content of that discussion. At 6:24 p.m. Council member Rob Kiefer moved, seconded by John Monarski, to return to open session; the motion carried on a roll-call vote with ayes from Kiefer, Monarski, Marr, Hull, Dixon, Nadreau and Normand.
It was reported in the minutes that the council directed Public Administration Associates to negotiate an Offer of Employment to one of the applicants discussed in closed session. The minutes do not identify the candidate or provide terms of any proposed offer.
A motion by Kiefer, seconded by Monarski, to adjourn carried at 6:27 p.m.; all present voted aye. The minutes were submitted by Bridget Givens, City Clerk.
Next steps as recorded: PAA was instructed to negotiate a conditional offer with a finalist. The council did not take any public vote to appoint or hire at the May 26 meeting; any future formal personnel action would need to be disclosed in open session or in accordance with applicable notice rules.
