Chippewa Falls council approves $176,000 wage-study policy and multiple service contracts

The Chippewa Falls Common Council on May 19 approved a package of personnel, finance and contracting measures that officials said will fund pay adjustments and update city administration policies. The council voted to implement a wage-study policy for city employees at an estimated cost of $176,000 for the remainder of 2026, to be funded from the Pay Study Account.
The wage-study implementation and maintenance policy (motion by Council Member Jody Marr, seconded by Rob Kiefer) passed by roll call vote, with all seven council members recorded as voting in favor. The motion directs implementation and ongoing maintenance of pay adjustments contemplated in the study for city employees for the remainder of 2026.
Council members also approved several service agreements related to emergency medical services billing. The council approved a Billing Services Agreement with EMS Management & Consultants, Inc., and a Master Services Agreement with Life Line Billing Systems, LLC (doing business as LifeQuest Services). Both agreements were approved by unanimous roll call votes (motions by Normand/Kiefer and Nadreau/Normand, respectively).
Separately, the council approved the Ambulance Fees and Rate Survey Analysis proposed by the Fire Chief and referred the item to Committee #1 for additional review and follow-up. That referral passed by unanimous roll call vote (motion by Normand/Hull).
The council authorized use of unspent wages to cover costs associated with the city administrator recruitment process (motion by Paul Nadreau, seconded by Tim Normand), and approved a proposal from McMahon Engineers/Architects to conduct an executive search for the Wastewater Supervisor position for an amount not to exceed $10,000, with funding to come from unspent wages.
Other personnel and policy actions approved included revisions to the Fire Department Administrative Office position, implementation of a wage-study policy for Utility employees, updates to Chapter 5 of the municipal code governing Fire and Emergency Services, and an updated City Vehicles Policy. The vehicles policy passed with six ayes; Council Member Tim Normand cast the single recorded no vote on that item.
On routine business the council approved event and sidewalk permits, including a street-use permit for the Great Lakes HOG Rally (Indianhead HOG Chapter on June 12, 2026), a procession for the Chippewa Falls Catholic Deanery on June 7, and licenses for Picks & Pours Fest at the Northern Wisconsin State Fairgrounds on Aug. 22, 2026. The council also approved claims totaling $951,199.88 (City General $328,755.66; Authorized/Handwritten $396,763.94; Department of Public Utilities $225,680.28).
